Raytheon is seeking a highly motivated candidate to serve as an Operations and Supply Chain Strategic (OSC) Sensors and Precision Strike (SSPS) Strategic Growth Initiatives Lead, who is ready to take on a new challenge with a high degree of responsibility in a growing and evolving business environment. The Strategic Growth Initiatives Lead drives the OSC development, execution, and compliance of proposals while supporting cross-functional collaboration, developing talent, ensuring alignment with policies, and providing updates to leadership to drive organizational success. This role is responsible for leading an OSC proposal team supporting the development of proposals within the SSPS portfolio. This role reports to the OSC Director.
What You Will Do
- Lead the development, delegation, and execution of proposals, ensuring alignment of any objectives and customer requirements.
- Oversee and ensure all proposals comply with company policies, standards, and regulatory requirements.
- Provide strategic thought leadership to develop innovative proposal solutions that provide affordable pricing to customers while also achieving business and enterprise goals.
- Lead and develop a high-performing team, fostering professional growth, mentorship, and talent development.
- Maintain cross-functional interconnectivity by working in tandem with other projects and proposals to ensure seamless integration and alignment.
- Create and present briefs, status updates, and key deliverables to leadership and stakeholders as required.
- Ensure efficient communication and collaboration across leadership teams, fostering transparency and alignment on project goals.
- Identify opportunities for process improvements and implement best practices to enhance proposal efficiency and effectiveness.
- Optimize processes and practices and contribute to country strategy considerations resulting in value-added capability insertion opportunities.
- Drive team accountability while promoting a culture of innovation, continuous improvement, and excellence.
- Provide issue resolution and escalation of issues to Functional and Program Leads.
- Act as a liaison between proposal teams and senior leadership to ensure strategic alignment and effective decision-making.
- Plan, organize, and manage the proposal development process from start to finish, ensuring timely and high-quality submissions.
Qualifications You Must Have
- Typically requires a bachelor's degree and minimum of 12 years of relevant experience or an advanced degree and minimum of 10 years of relevant experience.
- Prior experience supporting development of proposals for production and new business development programs, preferably in the aerospace and defense industry.
- Experience in Direct Commercial Sales, US Government, and Foreign Military Sales Proposal Leadership, including TINA compliance, Offset/Industrial Participation, Government Requests for Information (RFIs), etc.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Experience in both FMS and DCS Proposal Leadership (e.g., TINA compliance, Offset/Industrial Participation, Government Requests for Information (RFIs), etc.).
- Experience working the full cycle proposal process, financial metrics, estimate of cost (EAC's), and DFAR compliance.
- Experience developing and executing competitive bids and proposals.
- Experience with Development/Transition to Production programs.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
