Description
The Emergency Management Specialist, under the supervision of the Campus Emergency Manager, provides operational support and development of Dartmouth emergency preparedness and business continuity efforts, and coordinates, plans, develops, and implements emergency preparedness/disaster response processes and procedures. Attends and supports emergency preparedness sub-committees and workgroups; networks with emergency response community partners to coordinate preparedness efforts as directed. Maintains an awareness of the responsibilities and support needs of Dartmouth Administrators. Helps to coordinate and manage the Emergency Operations Center during actual events/emergencies.Description

Bachelors plus 2-3 years' experience or equivalent combination of education and experience
Required Qualifications - Skills, Knowledge and Abilities
- Bachelor's degree or the equivalent in education and experience
- Working knowledge of Business Continuity (continuity of operations) principles
- Two years of relevant experience
- Well organized and ability to communicate with a broad range of constituents in and out of the institution.
- Knowledge of Emergency Management principles, guidance, practices, and resources, including but not limited to tenets of the National Incident Management System ( NIMS ), Incident Command System ( ICS ), Federal Emergency Management Agency ( FEMA ) Comprehensive Preparedness Guide ( CPG ) 101, and the Homeland Security Exercise and Evaluation Program ( HSEEP ).
- Commitment to diversity and to serving the needs of a diverse community.
Preferred Qualifications
- Direct experience Business Continuity (continuity of operations) planning in a higher ed environment.
- Prior training, certification and experience in the following areas: emergency planning and management, higher education, business continuity, risk management and hazardous materials management.
- Graduate school or professional training program in emergency management or equivalent experience.
- Leadership and consensus building skills with operational problem-solving and decision-making experience.
- Knowledge and/or experience working with KUALI Ready.
- International Association of Emergency Managers ( IAEM ) Associate Emergency Manager certification.

Key Accountabilities
Description
- Contribute to the design, development, coordination, and implementation of Dartmouth's All-Hazards Emergency Operations and Continuity of Operations Plans and Protocols, as well as Incident Specific Plans.
- Assist in the development of training materials and conduct training to meet the needs of our students, faculty, and staff for emergency situations.
- Build relationships across campus and with local, regional, state, and federal agencies to improve interdepartmental cooperation in emergency situations.
- Assist in the development of regular Emergency Preparedness Drills, which should incorporate local, regional, state, and federal partners where appropriate. Actions shall include collection and consolidation of all drill findings and preparation of corrective action plans.
- Participate in monthly meetings of the Emergency Planning Group ( EPG ), quarterly meetings of the Incident Management Team ( IMT ), and, as applicable, in regional and state emergency management meetings.

Description
- Support Dartmouth's compliance with the Incident Command System and National Incident Management System as recommended by the Department of Homeland Security, FEMA , and the Department of Education. Support compliance with federal and state requirements for higher education institutions including the Clery Act.
- Support the management of DartAlert, Dartmouth's multimodal mass notification system; conduct annual tests of the system and train all systems authorized users; maintain notification groups, distribution lists and message templates up to date.
- Assist departments in the development of their individual Emergency Plans and assist with maintaining a centralized system of Emergency Response and Continuity of Operations Plans for the entire institution.
- Investigate, research, and make recommendations regarding best practices with respect to emergency preparedness. Track corrective actions that arise from drills, exercises, and actual events. Identify systems and operational problems, propose solutions, and work to build consensus.
- Assist in the development of outreach materials to educate community members on Emergency Preparedness.
- Maintain the Office of Emergency Preparedness website and support the maintenance of the Department of Safety and Security website.
- Support the identification, procurement, stocking and inventory of supplies and equipment needed to support emergency preparedness and response across campus.
- Assist in the planning, coordination, and execution of exercises to test, evaluate and improve emergency plans (i.e. emergency drills, table-top exercises, practice evacuations, etc.) and document actions accordingly, in After Action Reports ( AAR ) tracking exercise activities and tracks Improvement Plan actions items.
- Manage Dartmouth's AED program to include placement, maintenance, reporting and functionality after use.

- Active participation in the Emergency Planning Group ( EPG )
- Provide project management support for EPG workgroups responsible for developing plans and exercises for various emergency scenarios/conditions for internal and external events.
- Prepare and present materials at local emergency preparedness meetings to develop relationships with other institutions as needed.
- Represent Dartmouth at the local and state and national levels as directed.
- Prepare and present emergency preparedness workshops/training on a regular basis and upon community requests.

- Conduct inventory, calibration and periodic testing of necessary systems and equipment.
- May serve in an incident command staff position during Emergency Operations Center ( EOC ) activations for emergencies.
- Support development of Action Plans for planned events and during emergency response to incidents.
- Send out emergency messages via DartAlert, Dartmouth multimodal mass notification system, during emergencies.
- Play a leadership role in activations of the Emergency Operations Center ( EOC ) and help implement the Incident Command System ( ICS ) according to plans to provide situational awareness or coordinate response and recovery operations.
- Provide first response to emergencies, performing initial assessment and evaluation of incidents. Serve 24/7 "on call" to provide technical information and emergency response assistance.
- Prepare After Action Reports to summarize response to incidents accounting for a review of all stages of response (from planning, training, response, mitigation, to business continuity and recovery).
