Description
Under the general direction of the Corridor Manager, a Supervising Transportation Engineer, the Assistant Project Manager / Risk Manager provides comprehensive support to the Last Chance Grade Project Manager in overseeing the successful delivery of Last Chance Grade and other complex transportation projects. This position plays a dual role in both day-to-day project management and specialized risk management functions. The incumbent ensures compliance with contract requirements, supports financial accountability, coordinates project meetings and events, develops and implements project controls, and leads risk management activities in collaboration with internal and external stakeholders.• All candidates must take and pass the applicable examination for this job to be eligible.

Working Conditions
Position is located at: 1656 Union Street, Eureka, CA 95501
Working hours will be set sometime between 6:00 a.m. and 6:00 p.m.
While at their base of operation or teleworking at an off-site location, employees will work in a climate-controlled office under artificial light. Most employees will work in workstations with cubicles. This is in close proximity to other co-workers. Employee may also be required to travel and occasionally conduct field reviews outdoors. This may require exposure to dirt, noise, uneven surfaces and extreme heat or cold.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans allows for telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Incumbent must have comprehensive knowledge of the various functional areas in the District, North Region and Headquarters; computer and analytical skills. Establish and maintain cooperative and effective relationships with a variety of District, North Region, Headquarters and other representatives involved in project delivery; and be able to effectively communicate, both orally and in writing. Knowledge of project initiation and program management concepts, processes and methods is desirable. Knowledge of the program elements within the SHOPP is required as well as Asset Management and Complete Street concepts. Knowledge of Civil Engineering principles, practices, methods, materials and equipment used in the construction of transportation facilities. Must understand the preparation of engineering plans using CADD programs, design details and cost estimates. Ability to analyze engineering problems of moderate complexity and implement effective and reasonable solutions. Incumbent must be able to analyze overall requirements for identifying, programming performance and delivery of all STIP, SHOPP, Minor and Storm Damage projects. Must work with District Staff, Project Managers and Management to analyze, establish priorities and monitor projects throughout all phases to ensure delivery. Must be able to analyze and effectively alert District and North Region Management should programming, asset management and delivery problems/issues arise and recommend corrective action
